A tourist visa to Singapore can be issued at the Singapore Embassy in Moscow or through accredited agencies.
If Singapore is not the ultimate goal of your trip and the duration of your stay in the country does not exceed 96 hours, you do not need visa, because this is considered as transit.
For transit, you must have the following documents:

It is important to remember that the validity of the visa is counted from the moment of its approval, so there is no need to issue a visa too early.
